This is the English translation of an article first published in Turkish in 2021.
The text examines the disproportionate incarceration of migrants, refugees, and asylum seekers in EU member states, based on data from Eurostat and the Council of Europe.
It highlights the gap between foreign nationals’ share of the general population and their overrepresentation in prison populations, pointing to structural inequality within European criminal justice systems.

Dieser Text analysiert den strukturellen Wandel des Strafvollzugssystems in der Türkei unter der Regierung der AKP. Im Mittelpunkt steht der rasante Anstieg der Gefangenenzahlen, der Ausbau von Hochsicherheitsgefängnissen sowie die Einführung des sogenannten „Gefängniscampus“-Modells. Der Beitrag zeigt auf, wie durch den Ausbau zellbasierter, auf Isolation ausgerichteter Haftanstalten eine neue Logik der Repression und Kontrolle etabliert wurde. Anhand von offiziellen Statistiken und visualisierten Daten wird deutlich, dass das türkische Gefängnissystem nicht nur eine Antwort auf Kriminalität ist, sondern ein zentrales Instrument politischer Steuerung darstellt. Bu yazı, AKP iktidarı döneminde Türkiye ceza infaz sisteminin geçirdiği yapısal dönüşümü analiz etmektedir. Artan mahpus sayısı, kampüs tipi cezaevi yerleşkeleri, yüksek güvenlikli hücre tipi hapishanelerin yaygınlaşması ve denetimli serbestlik sisteminin genişletilmesi gibi unsurlar, yeni bir baskı ve kontrol mekanizmasının inşasına işaret etmektedir. Yazı, bu dönüşümün sadece kriminal politikalarla değil, aynı zamanda siyasi ve toplumsal süreçlerle iç içe geliştiğini savunmakta ve infaz sistemini bir toplumsal güç ilişkileri aynası olarak ele almaktadır. Çeşitli veriler ve grafiklerle desteklenen bu değerlendirme, cezaevi sisteminin yalnızca bir sonuç değil, aynı zamanda bir araç olduğunu ortaya koymaktadır.

This article examines the expansion and transformation of Turkey’s prison system under the rule of the AKP government, with a particular focus on the emergence of large-scale “campus prisons.” It analyzes the political logic behind mass incarceration, the spread of solitary confinement practices, and the construction of high-security facilities. Framing imprisonment as a tool of social control and political repression, the article situates recent prison policies within the broader dynamics of authoritarianism and criminalization in contemporary Turkey.

AKP iktidarında soruşturma sayılarında, faili meçhul dosya oranlarında, siyasi gerekçelerle yürütülen soruşturmaların sayısında görülen ciddi artış halka yönelik kriminalizasyonun bariz göstergeleri olarak orta yerde durmaktadır. Birleşmiş Milletler’e verilen rakamların düşüklüğü ve AB’ye son yıllarda hiç rakam verilmeyişi ise bunun uluslararası kamuoyundan gizlenmesi çabası olarak okunabilir.
